Rail Development Manager
West Yorkshire Combined Authority (WYCA) is seeking to strengthen its economic and transport policy team with an experienced rail policy manager to shape the development of new and modern rail policies and infrastructure improvements
In this first wave of recruitment to the policy team, we are looking for experienced, talented, rail policy professionals to research and propose rail solutions, generate business cases and to deliver projects which are aligned to WYCA’s strategic and business plans.
We have an exciting programme of rail infrastructure planned, including new stations and supporting national projects such as High Speed Two, Northern Powerhouse Rail and East Coast Mainline. You will shape and lead the production of high quality advice and help drive forward the development of our rail ambitions.
You will be at the forefront of the rail debate, working with partners with similar goals across the North, between the major cities and also with national government. You will be a senior member of the team responsible for working with partners to shape the policy agenda and influence local, regional and national decision-making.
You will have experience of working in and/or with the UK rail industry, including having an in-depth knowledge and experience of rail strategy and regulations, investment planning, rail funding and rail scheme development. You will have strong analytical skills with the ability to interpret and communicate insights fluently to a range of audiences. You will be comfortable working with senior leaders in the public and private sectors and be flexible to work across changing priorities.
